PENINGKATAN KAPABILITAS PEMERINTAH DAERAH DALAM PENGEMBANGAN KOPERASI

Abstract

  This study sees that the development of cooperatives in Pekanbaru City is not well implemented
because the cooperatives are not more active than the active cooperation in Pekanbaru city background
of the implementation of Presidential Instruction (Inpres) No.18 of 1998, on Institutional Development
of Cooperatives and regulatory ministers of cooperatives and small and medium enterprises Number
17 Year 2015 on Cooperatives Supervision that did not go well. The purpose of this study is to analyze
the improvement of Local Government capability in the development of cooperatives in Pekanbaru
City Year 2014-2016 and analyze what factors influence the improvement of Local Government capability
in the development of cooperatives in Pekanbaru City Year 2014-2016. This research uses qualitative
method with descriptive survey research type. The technique of determining the size of the sample
using informants, in determining the informant the author use for purposive sampling that research will
select the informen that is considered to know the information and problems in depth and can be
trusted as a source of data. Primary data obtained directly from respondents through interviews and
observation. The result of the research shows that the Regional Government especially the Office of
Cooperatives and Micro Small And Medium Enterprises Pekanbaru City inconsistent in improving the
capability in the development of cooperatives in Pekanbaru City because it is considered to have a
dynamic structure in which structural positions are always changing does not give time and do not put
structural positions in place, and in the office structure only a few people have basic cooperatives.
Guidance and supervision is very minimal due to decreased budgets and also the understanding of
human resources apparatur that is still lacking to carry out coaching, limited personnel in the supervision
of so many cooperatives in Pekanbaru City.
