PENUNDAAN TIMOR LESTE SEBAGAI ANGGOTA TETAP ASEAN 2011-2016

Abstract

 As The independent state 20th of May 2002 East-Timor active in the ASEAN and then got
status the Observer country, officialy Timor-East have proposed as permanent member of the ASEAN on
4th of March, 2011, but the proposal of East-Timor could not be accepted. The method used in this
research is qualitative. This method is intended to find the data and then conclude, the researcher
describes and analyzes the data, examines and illustrates more clearly based on the facts that seem
as such. The explanation of the facts based on the relevan theory. With this thesis the writers
tries explaining by using Consensus Theory and Dynamic Theory of the Organization why East-Timor
can not be the establized membership because the members of the ASEAN not yet have the consensus in
this conditions ASEAN argument that East-Timor needs to fix it the three pillars such as political
and security, economics and human resource development.
