Abstract

 Cikpuan Market Pekanbaru City is an asset of Provincial Government whose management is 

handed over to the Government of Pekanbaru City through Riau Governor Decree No. KTPS / 1923 / XI /
2008 About Delivery of Land Ownership Rights of Riau Province For Cik Puan Market Development And
City Transportation Terminal To Pekanbaru Municipal Government. Cikpuan Market Development has
spent APBD Kota Pekanbaru funds up to 20 billion rupiah. But during the leadership of Mayor Firdaus
Cikpuan market development experienced several obstacles. The constraint is the development by
third parties get rejection from some traders and Parliament Peknanbaru City. The formulation of
the problem in this research is how the coordination between Pekanbaru City Government and Riau
Provincial Government in the development of Cik Puan Market Pekanbaru ?, and how the management of
Regional Assets in the development planning Cik Puan Market Pekanbaru City? The method used in this
study is a qualitative method of data that can not be realized in the form of numbers but in the
form of an explanation that describes the shape of circumstances, processes, certain events. Data
collection techniques using interview techniques, documentation and observation. Data analysis
techniques are described descriptively. The results of the research indicate that there is still a
lack of coordination between the Municipal government and the Provincial Government. In addition to
Coordination also lack of running asset management area conducted by Pekanbaru City Government
causing development at Market Cik Puan stopped since year 2009.
