Abstract
Abstract: This research takes the dynamics of manpower in Mandau District as the background
that leads to the various problems which require official capability to solve these problems. The
purpose of this research is to analyze Bengkalis Regency manpower and transmigration capability and
to analyze obstacles to capability of Bengkalis Regency manpower and transmigration in the year of
2011-2015. The approach used was descriptive research with qualitative approach. The
kind and source of data are primary data that were achieved directly by conducting intensive
interviews (in depth interviews) from key informants that were selected by carrying out purposive
sampling. The key informants were official head, secretary, the head of Industrial relationship and
manpower social insurance / Jamsostek development (PHIJ),The head of manpower supervision, the head
of manpower training and placementand labor union. Secondary data were achieved from research
documents. The result of the research shows that the official of manpower and
transmigration of Bengkalis Regency still possesses some weaknesses in some of its capability
dimensions. In dealing with manpower dynamics, the official has three technical sections that are
in charge of the manpower, they are PHIJ, supervision section and P3TK section. Concerning the
capability of institution dimension and human resources, the aforementioned sections are lacking in
the number of employees and certified employees. Besides these two capabilities, in term of
technical dimension capability, these three sections are also weak. This is displayed by commu-
nication and network that are not well – maintained among various stakeholders that result in
manpower problems which are difficult to solve.
